Quick answer
Sofia in winter is cold (often below zero from December to February) but very much open. The big winter-only experience is snowmobiling at Petrohan, about an hour away, from €92 (December to March, snow permitting). Year-round you can still do indoor shooting (from €31), night karting (from €19), sunrise balloon flights (from €50) and a Rila Monastery day trip (€30). In town, warm up in a Turkish hammam (from €40), try Bulgarian wine (€30) or rakia, and play an escape room.

Does Sofia shut down in winter?
No, but it changes. The rafting boats go into storage, the reservoir empties of sailboats, and the terraces on Vitosha Boulevard get blankets instead of umbrellas. What you get instead is snow on Vitosha, cheap flights, empty sights and a city that moves indoors: saunas, wine bars, taverns with live music and a surprising amount of adrenaline that doesn't care about the weather.
Pack properly: December to February is often below zero, with snow on and off. Then use this list. Everything below is something we book in winter, with real prices.
Snow: the one you can only do now
Petrohan Pass in the Balkan Mountains, about 55 km from Sofia, turns into a snowmobile playground every winter. You drive your own machine through snow-covered forest with a guide in front. There's a standard hour, a harder technical trail for experienced riders, and night rides after dark.
